William Louis Valentine Doubourg was born February 14, 1766, the son of Chevalier Pierre DuBourg de la Loubere et St. Christaut, Sieur de Rochemont, and Marguerite (Armand de Vogluzan) DuBourg. He was educated at the College de Guyenne in Paris, and later attended the Seminary of St. Sulpice in Paris. He was ordained in 1788.
